Are the blind and visually impaired aware of accessible pedestrian walk ways and find them useful?

There is a new trend in South Africa to develop Universally Accessible Built Environments which caters for people with special needs. One main feature being implemented is the blind path or accessible pedestrian routes. Special Tactile Paving is used in upgrading of various pedestrian street crossings as well as on some University Campuses.
